National Strategy for Creating a Barrier-Free Space in Ukraine for the Period Until 2030

The Cabinet of Ministers of Ukraine approved the Action Plan for 2025–2026 for the implementation of the National Strategy for the Creation of a Barrier-Free Space in Ukraine for the Period Until 2030 (Order No. 374-r dated March 25, 2025).

Barrier-free access is the creation of an environment in which every person, regardless of physical, cognitive, age or social characteristics, has equal rights and opportunities for free movement, receiving services, education and employment. This is an approach aimed at eliminating obstacles (physical, informational, social) that limit people’s full participation in society.

The full-scale military aggression of the Russian Federation against Ukraine has exacerbated previously unresolved problems in general access to infrastructure (both physical and digital), and has also led to the emergence of new needs and challenges for various social groups in every sphere of life, in particular, difficult access to public transport and physical environment facilities, objects of the defensive structures fund, obtaining information by people with disabilities, websites, applications, mobile applications not adapted for all categories of citizens, new barriers in access to education, work, public rejection. The insufficient level of provision of statistical data does not allow to accurately determine the number of people who face certain barriers every day and, as a result, complicates the process of forming and implementing state policy to eliminate these barriers.

The action plan is developed on the basis of the National Strategy for Creating a Barrier-Free Space in Ukraine for the period until 2030. You can find the Action Plan at the link.
