A joint cross-border project between the cities of Rivne and Lublin aims to reconstruct drainage networks, prevent flooding, and improve the environmental condition of water resources.

Rivne and Lublin are collaborating to develop a modern, efficient, and environmentally responsible system for managing wastewater and stormwater. The project, “Development of Sewerage Infrastructure and Improvement of Wastewater Management in Rivne and Lublin,” is being implemented under the Interreg NEXT Poland–Ukraine 2021–2027 Programme with financial support from the European Union.

The AquaForce project aims to upgrade sewerage and drainage infrastructure, mitigate the risks of flooding and water resource pollution, and enhance environmental safety and the quality of life for residents. The project is scheduled to run for 24 months, from October 1, 2024, to September 30, 2026.

Project Scope

In Rivne, a key focus is the development and reconstruction of the stormwater drainage system. Specifically, plans include reconstruction work and the laying of new network sections designed to ensure more efficient stormwater drainage.

This is crucial for the city, as the load on the drainage system increases significantly during heavy rainfall. Infrastructure modernization is expected to improve the hydrological regime and reduce flood risks, particularly in central Rivne. Restoring and maintaining a favorable hydrological regime for the Ustia River and eliminating flooding in the city center are among the specific objectives of the program approved by the Rivne City Council. In Lublin, the project entails developing the sanitary sewer system. Collaboration between the two cities is also intended to improve water resource management within the transboundary basin and promote modern approaches to water management.

More Than Just Infrastructure

AquaForce involves more than just construction and renovation work. A key component of the project is raising public awareness regarding the rational use of water resources, stormwater management, and nature-based solutions.

The project includes information initiatives for children and youth, educational activities, awareness campaigns, conferences, and training events. Plans also include the development of a stormwater management strategy.

Thus, the project combines tangible infrastructure improvements, international experience sharing, and environmental education, creating a comprehensive approach to water resource management.

Rivne as the Lead Partner

Rivne serves as the project’s lead partner, while the partner on the Polish side is the Municipal Water Supply and Sewerage Company in Lublin.

The total project budget is €2,686,738.55, with €2,418,064.68 provided by program funding. Co-financing is also required from both the Ukrainian and Polish sides.

Expected Outcome

Project implementation aims to create a more reliable, efficient, and sustainable drainage system, reduce the risks of flooding and water pollution, and improve living conditions for residents. The partners envision a long-term impact that goes beyond merely upgrading specific sections of utility networks; it aims to foster a more modern approach to water management—encompassing everything from infrastructure solutions to the community’s environmental responsibility.

The AquaForce project exemplifies how the international partnership between Rivne and Lublin enables collaborative work on practical solutions that make a tangible difference to the environment, urban infrastructure, and residents’ quality of life.
